The April forecasts by agencies don't capture the geographical spread of the monsoon rain.

Monsoon 2018 is likely to be ‘normal’ with “zero chance” of a drought according to private forecaster, Skymet. “2018 is likely to remain normal at 100 per cent (with an error margin of +/-5 per cent) of the long period average (LPA) of 887 mm for the four-month period from June to September,” the organisation said in a statement on Monday.

‘Normal’ rainfall refers to India getting, within a 4 per cent error margin, 887 mm of rainfall during the monsoon season. However this doesn’t mean farmers can rest easy. While June was likely to receive excess rainfall, there is still, on average, a 30 per cent chance that the key monsoon months of July and August would see ‘below normal’ — or a greater than 10% deficit in their normal quotas — rains. July and August bring in half the monsoon rains and are crucial for a good harvest.

The April forecasts by agencies don't capture the geographical spread of the monsoon rain.

The India Meteorological Department, the official forecaster, is expected to announce its forecast later this month though — in line with international weather models — it has indicated that the chances of an El Nino are slim.

In March bulletin, the agency ruled out the possibility of El Nino, at least till August. The El Nino — an abnormal warming of the ocean surface in central and eastern equatorial Pacific — is usually associated with weak monsoons.

Last year, India got 95 per cent of it’s normal monsoon quota. June and July got more than it’s usual quota while August and September saw significant deficits.

Bandh violence: 47 cases registered, 100 arrested; Is the Band successful ?

Chandigarh : The police have registered 47 cases and arrested 100 persons for their involvement in violent incidents during Bharat bandh call given by Dalits on Monday.
DGP BS Sandhu said here on Tuesday that due to proper arrangements and prompt action taken by the police, the situation remained largely peaceful in the state, barring petty incidents of violence by mischievous elements trying to damage government property.


He said during protests, 84 police officers, officials and eight persons from the general public were injured and 24 government and 60 private vehicles were damaged. Stone were thrown at two trains and six complaints were received regarding breaking of glasses and shutters of shops, he added.
The police had deployed additional forces, he added.

It may be recalled that the police and civil administration was caught napping again with protesters, brandishing sticks and swords, clashing with the police and having a field day disrupting rail and road traffic.

The state government apparently failed to gauge the gravity of the situation virtually leaving the common man at the mercy of the rampaging mobs. As opposed to its Punjab counterpart, the Haryana Government failed to order the closure of educational institutes, suspend bus services and curtailed mobile and internet connectivity.
2,500 booked in Kaithal 
Kaithal: The police have booked nearly 2,500 protesters for indulging in violence, loot, attempt to murder and attacking a police check post during Bharat bandh on Monday. Police officials said one carbine and police uniform were missing from the check post at Chhotu Ram Chowk. Nearly 40 polic personnel, Civil Lines SHO, sustained injuries in the clash. SP Astha Modi said no arrest had been made so far, but investigation was going on. — OC

Situation near normal, says CM Khattar

Sonepat : Chief Minister Manohar Lal Khattar said on Tuesday that the situation in the state remained normal on Monday except a few incidents of arson, stone-pelting and injury. He was replying to a question about the reported failure of the law and order situation in the state during the Bharat bandh. He pointed out that the state government supported the review petition filed by the Central Government in the Supreme Court against its directive on the SC/ST Prevention of Atrocities Act. Talking to mediapersons at Rai in the district, he said that the government was inquiring into the incidents of violence and action would be taken against the guilty.

CM asks HUDA not to serve enhancement notices; Is Enhancement is a big Issue in Haryana ?

Hisar : Chief Minister Manohar Lal Khattar has directed the Haryana Urban Development Authority (HUDA) not to serve notices of enhancement dues on residents of HUDA sectors in the state.

He has decided to call a meeting of HUDA officials and representatives of the Resident Welfare Associations (RWAs) to discuss the matter.

Representatives of the RWAs of HUDA sectors met Khattar here on Monday, urged him to intervene. They claimed the HUDA had wrongly calculated the enhancement cost of their plots.

The HUDA is planning to serve notices of enhancement dues on residents of HUDA sectors in 16 districts of the state and recover about Rs 17,000 crore.

In Hisar, The HUDA is planned to recover about Rs 200 crore as enhancement costs from residents of seven sectors. Trilok Bansal, the secretary of Hisar RWAs, said: “The CM has responded positively to our demand. We proved to him the HUDA has wrongly calculated the dues. The CM agreed to our demand that notices should not be served. Instantly, he instructed the HUDA in this connection.”

He further said a meeting of the RWAs and the HUDA would be held in Chandigarh in a fortnight. The enhancement notices are served by HUDA on the orders of courts after original landowners move court, demanding enhanced compensation for their land acquired by the HUDA to carve out residential sectors.

Dalit violence a sign of weak and selfish leadership: Sena; Is Sena is right ?

Mumbai : In a caustic attack on the Centre, the Shiv Sena on Wednesday said the violence during a nationwide bandh by Dalits to protest against the softening of provisions of the SC/ST Act is a reflection of a “weak” and “selfish leadership”.
It also raked up the multi-crore Punjab National Bank scam, saying while diamond jeweller Nirav Modi “looted” the nation, the present government was “breaking” the country.


It said coming out on the streets against an order of the apex court was akin to going against the ideology of Dr BR Ambedkar--the architect of the Indian Constitution.
“Incidents of violence happen when the leadership is weak and selfish,” the Sena said in a hard-hitting editorial in party mouthpiece ‘Saamana’.

“The country had once been divided in the name of religion. If it is once again being broken apart in the name of caste, where is Prime Minister Narendra Modi and what is he doing?” it asked.

At least 11 people died and several others were injured in the Bharat bandh called on Monday by Dalit outfits to protest against the “softening” of certain provisions of the SC/ST (Prevention of Atrocities) Act.
On the BJP’s allegation that the Congress was “fuelling tension” in society with an eye on polls, the Sena said if some were claiming that Dalits had been misled into coming out on the streets to protest, it would also hold true for riots in Asansol (West Bengal), where a party is allegedly fanning the unrest for its political gains.
The Asansol-Raniganj belt had witnessed clashes between two groups over Ram Navami celebrations, resulting in the death of a person. Two police officers were also injured in the clashes.
“Creating a social divide and fanning riots for the sake of votes is political corruption. Nirav Modi looted the nation; however, the present dispensation is breaking the nation,” the Sena said, lashing out at the ruling NDA.
It wondered what was wrong with the Supreme Court ruling that there should be an investigation before an arrest so that the Act was not misused.
“The SC has no intentions to dilute the Atrocities Act but just wants to ensure it is not misused. There is nothing wrong in that,” it said.
“Coming out on the streets against the SC order is like going against the ideology of Dr Babasaheb Ambedkar,” the Sena opined.
It said that 25 years back, there was a massive unrest in Ayodhya and today, when the “Modi-Shah government” is in power, it did not take any decision on the Ram temple, except pushing the issue to the Supreme Court.
“The country’s politics is at a dangerous stage now. If attempts are made not to let the courts work independently, then we are facing much more difficult times,” it cautioned.
The Centre has again knocked the doors of the SC with a review petition. This is not the sign of a strong leadership, it said.
If PM Modi is famous among the masses, he should have made attempts to stop Dalits from indulging in violence, said the Sena, an ally of the BJP at the Centre and in Maharashtra.
Mahatma Gandhi and Jawaharlal Nehru did not care about their lives and went amongst rioters and even heard abuses, it noted.
“Even the current prime minister and his ministers should have done this. Filing a review petition is like running away from the situation and insulting Dr Babasaheb Ambedkar,” the Sena opined.
